I want a good reliable webhost and am willing to pay $

Most hosting services are "good".
The big ones, like Google, usually, are not (too many clients to give you "personal attention").
I have hosting servers in several countries, usually the country of the client or, more professionally, the country that is the marketting target of the site.
Not that it matters: your server can be anywhere in the world: the lag time response is insignificant in comparison to download time.
I choose my server by "googling" "hosting services" + the audience target country.
In the end, it made no difference whatsoever!
I have now my main server located in Lisboa (Portugal). It is a small-ish company (less than 5000 websites), and I have a service support I NEVER found anywhere else! The only disadvantage is that it is managed "in portuguese"… (which I speek).
There are extremely good hostings in Romania! These are top of the range (because they came to the web very late, and, hence, have the most up-to-date servers!). They all "speak" English and, as they want to corner the market, have fantastic offers.

(All English) Search and buy a domain for 15€/year, and 30-40€/year LAMP server. I have half a dozen of clients hosting there, and most of them are from USA… Makes one little difference: as the server is not in USA, it does not fall under USA’s laws…
