i have designed a small website and i want to test it .So, where can I find a free webhosting service and free domain name.I tried wamp xamppp and uniform server on my pc but they r not working
so i need some website where i can go for free hosting and domains .

You can use a site like webs (http://www.webs.com ) and your domain will be mydomain.webs.com and it will be free.
If you want a top level domain, mydomain.com, you got to pay for that.

I purchased my domain and webhost from namecheap.com and i got everything…i also got the welcome e-mail…i dont know what to do next like how to set up and design my website..how to add content and privacy policy on my domain so it can work…HELP!!!!!!!!!!
they sent you the email they also sent you the login info/ Usually you login into your control panel by typing in your url like this http://yourwebsite.com/cpanel
then a user name and password box open.

You need to move the folder up 1 level in FTP:
pub.html/yoursite/ => pub.html/
Adjust your configuration.php to reflect this.
