The best web hosting that I have found is the same one that I have used for the past year, Bluehost (http://www.bluehost.com/track/nealva61) They offer unlimited space, unlimited file transfers, unlimited domains and 24/7 support all for $6.95 per month. They are relentless when it comes to server uptime.
I also use Namecheap as my domain registrar. http://www.namecheap.com?aff=6061 They include free Whois protection with every domain.
There are others. Hostgator is very popular but I don’t believe that any other host can beat Bluehost for service.

Hey DON’T listen to these guys. When it comes to web hosting you need to first ask yourself "What is the purpose of my wanted website?". Only then will you know what you need.
If what your
looking for is free services that will provide you with a lot of bandwidth, and decent space, plus a lot of add-on(s) that will help you create forums, etc.. Then your option should be with these guys.

But to be honest, when using this company, their online website builder isn’t very advanced and a little complicated, but if what your doing will be uploaded to them VIA FTP or something then they are for sure your #1 source to use!
But if your more of a beginner just getting started in the field i would suggest you try a more basic approach were your entire site can be created online without the need for expensive programs like dream-weaver, and if this sounds like you, check out:

But if your the kind of guy with some experience in the field, and you think you know what your doing, give word-press a try. And while i know your thinking it’s going to be a site were you can just do blogging or something and that’s it, well your wrong. Its a GREAT site with hundreds of thousands of themes (layouts) to choice from that you can download from other sites and then add to it. Making the design easy to get going, and then its just a matter of adding your content, and your done.
But if your wanting a professional ".com" domain and none of these fit your needs for free hosting/ upgrading to their professional services. Then I’d recommend a hosting company like http://www.hostgator.com or http://www.namecheap.com/
And I’ll be honest with you. http://www.HostGator.com has wonderful tech. support, and it seems like the templates, and designs that come with buying with them are great so if that is what you need get it! Plus their i believe its $24 dollar a month plan gets you a free toll-free number and A LOT of good bonuses like dedicated IP’s (for speed) etc.. But with http://www.namecheap.com its pretty much just the hosting and you need to upload your content using FTP from your computer. But they have a lot of packages to choice from that I’m sure could fit your budget.
