There is only one for top-domain-levels ( whatever.code ):
http://www.dot.tk/
Here you can register a free domain and it will redirect your visitors to your site (hosted on another location).
Other sites, such as lunarpages.com offer a free domain but as long as you pay their hosting service.

If you need a standard domain (like .com, .org, .net, etc) I’m sorry. There is nothing for free. But you can register a domain name like http://www.your-domain.tk at http://www.dot.tk. It’s free but adds adverts on your homepage.

Well, not exactly your own domain, but a subdomain, which is a level below the top level of domains like dot com and dot net. The only way to get a top level domain, a dot com or a dot net for example, can only be obtained through a registrar which requires a fee for registering the name in the top level name servers. A subdomain however can he had readily, at places like 1500mb.com and many others. Do a google search for free domain hosting and you will find a wealth of offerings. The only drawback is that they will put ads on your site at the top or maybe the top and bottom of your pages. Freewebs is OK. A friend of mine uses them. The other link is to a page displaying many free web hosting sites so you can pick and choose what works for you.

http://www.freewebs.com/ngc1147m/ A page I just created at freewebs. Press reload and you will see the pithy saying in the box change with each reload of the page.
http://www.shorturl.com/ And if you go here, you can get a short URL for the complicated subdomain name you get. A short URL is a boon when it comes to sending your site URL to others. Just remember, the short URL is like a code, it has things which are not obvious from just the URL, but it makes typing in a name much easier than a complicated subdomain with lots of things in the URL.

You can get:
1) A REAL COUNTRY CODE DOMAIN and point its dns record to whatever sever you like:
http://UNI.CC … cc stands for Cocos Islands (Keeling).
2) A real domain name without DNS control (just url forwarding) here:
http://dot.tk (tk is is for ‘tokelau island’)
http://freedomain.co.nr (nr is for ‘Republic of Nauru’, is an island nation in the Micronesian South Pacific.)
3) If you really need to set up the nameserver then you can go for a subdomain. Here is a site where you can choose between 30 000 top domain name for your subdomain:
afraid.org (click on ‘subdomains’ on the left side of the page and create an account)
4) Other cool subdomains with many features here (without dns record control):
http://www.smartdots.com/
http://www.ulimit.com/en/
