Believe these allow use of PHP and databases so you might want to use a nice Photo Gallery setup…

Webs.com is
It allows you to upload lots of pictures on your own site, and that won’t affect your storage…

I have been using webs.com for several months and haven’t had a problem. I don’t have a ton of pictures on it, but I do have quite a few, and I’ve barely used any of the storage space. They also have this thing going on now where you can install their search toolbar, and earn points that you can use toward getting more storage space and things like that for free just by using it throughout the day. Good luck!

You’re not going to be able to get unlimited storage space or a domain name for free. A domain name is $10 a year. A hosting plan with unlimited storage space will be well over $100 a year, probably closer to $200.
Since it’s not possible to get what you want for free and you can’t purchase anything, you’re going to have to be a little creative.
Here’s one way:
Stick with Webs but store your pictures on a site like PhotoBucket and directly link them on your site.
If you must have unlimited storage space, then just start the website when you are financially stable enough to get what you want. You are only 13. You have a long life ahead of you.
